A new Planning Bill has been put forward by MP John Spellar to initiate the ‘Agent of Change’ principle into law, which will support music venues nationwide. This is essentially a principle that means that if for example someone decided to build a residential block near to an existing music venue then it would be down to them to ensure precautions are taken in the development to limit the sound, such as sound proofing the building. It works both ways though, so if a music venue opened up then it would be down to them to monitor their sound levels etc. As it stands at the moment, UK law puts the onus on the person making the nuisance to stop, or limit as best as they can, and resulting in many music venues across the country are closing down.
Sir Paul McCartney has jumped on the band wagon by showing his support for the Bill to be passed. He has said “Without the grassroots clubs, pubs and music venues my career could have been very different,” he said. “If we don’t support music at this level, then the future of music in general is in danger.” The support of the campaign is not limited to The Beatles legend, but also with Billy Bragg, MP Tom Watson, and Pink Floyd Drummer Nick Mason.
